1 Introduction
The Green Commuter Car Park Policy (GCCP) is part of the overall QEIIMC Parking Policy with the aim to improve access and to reduce the demand for car spaces at QEIIMC.
The GCCP will assist in reducing the number of vehicles and number of single occupancy car journeys to QEIIMC. As a consequence, there will be fewer cars on the roads, resulting in less congestion and emissions.
2 Green Commuter Car Park
The GCCP is intended to encourage staff to use alternative transport. It provides financial
incentives to staff who catch public transport, cycle, car pool or walk to work to continue
utilising sustainable travel modes and still have an opportunity to park onsite.
Definition of staff: any member of staff, regardless of their employer (e.g. SCGH, LEI, Pathwest, UWA etc) who qualifies for staff parking on the QEIIMC site for official work purposes.
2.1 Parking
2.1.1 Staff are able to park in the GCCP if staff satisfy one of the following criteria:
• Car poolers - where two or more people final destination is the QEIIMC site.
• Green Commuters – staff using alternative transport (cycle, public transport or walk) three times or more a week (if employed full time) or 60% (if employed part time). i.e. if works for 4 days a week can use the Green Commuter Car Park 1 day a week).
2.2 Permits
2.2.1 All staff will be required to display a valid GCCP car parking permit when parking in the GCCP on the QEIIMC site, in accordance with the Queen Elizabeth II Medical Centre (Delegated) By Laws 1986. This permit will have an expiry date and staff will be responsible for renewing their permits.
2.2.1 GCCP permits are not valid in the visitor car park.
2.2.2 GCCP parking permits holders are not guaranteed a parking bay.
2.2.3 Vehicles parked in the designated staff parking areas without displaying a valid permit will be issued an infringement
2.2.4 One GCCP permit will allow one car to park in the GCCP car park at one time. However, staff who own more than one car will be able to register up to TWO cars on a single permit.
2.2.5 Any lost, stolen or damaged permits will require an application for a new/replacement permit from the Parking Branch.
2.2.6 It is the responsibility of the individual member to notify any changes to their GCCP permit (i.e. ceases to be a GCCP holder, change of vehicle, change of name etc) to the Parking Branch.
2.2.7 The GCCP application form contains the full terms and conditions.
2.2.8 All members of the Green Commuter Car Park will be required to pay 60% of the
prescribed daily fee.
2.3 Smart Parker Cards
2.3.1 Staff who park in the GCCP are required to use a Smart Parker Card (access
card) to enter into the car park.
2.3.2 The GCCP parkers will pick up their Smart Parker Card at the time of picking up
their GCCP permit. They will be required to load the card with at least one
week’s credit.
2.3.3 A GCCP parker may enter and exit as many times in one day. You will be only
charged at the first entry within a 24 hour period.
2.3.4 The GCCP parkers will be able to load their Smart Parker Card at the Parking
Branch.
2.3.5 Any lost, stolen or damaged permits will require an application for a
new/replacement Smart Parker Card from the Parking Branch.
3 Car Poolers
3.1 Definition
3.1.1 Car Poolers: where two or more QEIIMC staff members or volunteers have a
permit and swipe card, who commute to QEIIMC together in one car on a
regular basis.
3.1.2 Partner: Member of a Car Pooling group (“Driver” or “Passenger”).
3.1.3 Driver: Partner holding the group’s active swipe card for that particular day.
3.1.4 Passenger: Other partner apart from the driver.
3.2 Conditions of Car Poolers Usage
3.2.1 Each member of staff that is interested in Car Pooling, should complete a Green
Commuter Car Parking Form.
3.2.2 Car Pooling shall be on a daily basis (five (5) days a week). If applicants wish to participate less than five (5) days a week, this shall be considered on a case by case basis by the Parking Manager.
3.2.3 Each member will have a Smart Parker Card, though only one swipe card per group can be used per day.
3.3 Verification
3.3.1 To minimise the possibilities of misuse, the Parking Branch reserves the right to ask for appropriate proof (within reason) if one partner availing of privileged parking arrives at the GCCP as a single occupant driver, e.g., in case the other partner is on leave.
3.3.2 Car pooling partners may require to provide the Parking Branch with information relating to dates and duration of leave (annual leave, sick leave, long service leave etc) and interruption or termination of employment (e.g. career break, retirement) when requested for verification.
3.4 Absence of a Car Pool Partner
3.4.1 Car pooling partners may avail of privileged parking even if one partner is arriving as a single occupancy driver due to temporary absence of the other partner(s) (annual leave, sick leave, emergency etc).
3.4.2 If one partner is on planned leave for more than two days (i.e. driver arrives alone), prior notice should be given to the Parking Branch.
3.4.3 In the case of unpredicted leave, the absent partner shall give notice to the Parking Branch as soon as possible.
3.4.4 If one partner is on consecutive leave for more than four weeks, the Parking Manager reserves the right to withdraw privileged parking to the other partner (being single occupancy driver) for the respective period. Individual cases will be addressed.
3.4.5 The total sum of times of one or the other partner(s) arriving as a single occupant driver (due to absence of the other partner(s)) shall not exceed 20% of the total time that the car pooling group has been in existence.
3.4.6 The above applies respectively to Car Pooling groups of three or more partners, as far as the present partner is left as a single occupancy driver.
3.5 Emergency Ride Home
3.5.1 The Emergency Ride Home service is available to car poolers who have a car pooling permit.
3.5.2 The Emergency Ride Home program is for unexpected emergencies and unexpected overtime only.
3.5.3 Car poolers are able to use the Emergency Ride Home Service for the following occurrence:
• Unscheduled overtime or late meeting (i.e. no advance warning)
• Sickness or accident of immediate family member (child, spouse, parent)
• Breakdown or accident of a car pool vehicle on way to or from work (i.e not a vehicle that was planned to go into repairs for several days)
• Car pool partner/driver had to unexpectedly leave work early (i.e illness or immediate family emergency)
3.5.4 The Emergency Ride Home Service cannot be used for working late without a supervisor’s request, weather emergencies, any type of building closing or evacuations or acts of God.
3.5.5 The Emergency Ride Home service may not be used for personal errands, previously scheduled appointments or business related travels.
3.5.6 The Parking Branch reserves the right to ask for appropriate proof of emergency.
3.6 Liability
3.6.1 The co-ordination of the car pooling group on a day to day basis is a matter for the partners of the registered group. All issues related to driving expenses are subject to free agreement by the partners themselves.
3.6.2 No liability whatsoever is taken by the Queen Elizabeth II Medical Centre Trust and Sir Charles Gairdner Hospital.
3.7 Termination
3.7.1 Any partner of a registered Car Pooling group can leave the group at any time. By doing so, a two-partner Car Pooling group is cancelled.
3.7.2 Parking in the GCCP will be provided to the other partner for a transition period of one week and can re-apply for car pooling.
3.7.3 Appropriate prior notice to the other partner is appreciated to enable him/her to make alternative arrangements (e.g. finding a new partner).
3.7.4 In case of Car Pooling groups comprising three or more partners, the group will continue with the remaining partners.
3.8 Privacy
3.8.1 Personal data given by the applicants is confidential and is only used in
connection with the Car Pooling Register.
3.9 Misuse
3.9.1 In case of apparent misuse of GCCP, the Queen Elizabeth II Medical Centre
Trust reserves the right to withdraw the permit.
4 Green Commuters
4.1 Definition: Green Commuters: where QEIIMC staff or volunteer have a GCCP permit for a maximum of two days a week as they take alternative transport for more three or more days a week.
4.2 A Green Commuter will require to have a Smart Parker Card, to enter into the CGGP car
park.
4.3 Misuse
4.3.1 In the case of apparent misuse of GCCP, the Queen Elizabeth II Medical Centre Trust reserves the right to withdraw the permit.
